Alongside other partners, PWYP, RWI and Cafod, Luta Hamutuk Institute organizes various trainings, workshops, discussions for members of the National Parliament, members of the EITI Stakeholder working group, the media and civil society organizations about the benefits of implementing the EITI in Timor Leste. At the end of 2009, for example, Luta Hamutuk Institute conducted a national seminar on EITI involving a number of international oil companies’ representatives, and an envoy from Italian Oil Company, “ENI.SPA Timor-Leste” as one of the key speakers. In March 2010, Luta Hamutuk Institute hosted several grassroots workshops, or “Community Briefings”. One briefing was held in Ainaro District (in the central part of Timor Leste), where EITI issues and the Petroleum Fund System of Timor Leste were discussed. In the second week of April 2010, another community briefing about EITI implementation and the Petroleum fund, as well as about state budget allocation and execution was conducted in the Oecussi District (western Timor Leste). A third workshop, organized on May 4th, gathered some 147 participants, mostly from rural areas, to discuss the investment strategy of the Petroleum Fund. Among other things, speakers insisted on the importance of real sector investment in health and education.

Finally, Luta Hamutuk Institute, as one of the leading civil society organizations in Timor Leste, is trying to promote the EITI model at the regional level, especially amongst ASEAN member countries.
